Who decides what business or services can be located in the medical office buildings?

Henry Mayo Hospital has first right of refusal to lease space in the new medical office buildings.
 
As of now, it is anticipated that at least 50 percent of the first medical office building will be leased by the hospital and at least 20 percent of the second medical office building will house some of the proposed new Henry Mayo Centers of Excellence.
